Ken Shoulders discovered a form of small ball lightening he called electrum validum (EV). These EVs were about a micron in size and contained the charge of billions of electrons.
Interestingly, EVs always had the same charge to mass ratio as the electron. He obtained US patent # 5018180 which clearly describes his experiments and discoveries. The patent is well worth reading. [Herbert Dorsey]
